Ministry of Justice
The National Offender Management Service (NOMS) is an executive agency of the Ministry of Justice. It brings together the headquarters of the Probation Service and HM Prison Service to enable more effective delivery of services.
The two bodies remain distinct but have a strong unity of purpose to protect the public and reduce reoffending. They ensure the sentences of the courts are properly carried out and work with offenders to tackle the causes of their offending behaviour.
Ten regional offices in England and one in Wales are responsible for managing offenders and reducing re-offending. In England these are led by Regional Offender Managers.
Hilary Campbell is the Regional Offender Manager for Yorkshire and Humberside. Her responsibilities include:
- commissioning services for the region
- developing a regional reducing reoffending delivery plan
- co-ordinating regional and local partnerships
This approach ensures NOMS gets the best value for money, both in custody and in the ccommunity.
